Project Updates

Divider Line

Torrey Road Bridge

Project background:  The bridge over the Shiawassee River, just south of South Long Lake Road will be removed and replaced.  Torrey Road will be completely closed to traffic at the bridge starting around June 12, 2006.  The planned detour utilizes South Long Lake Road, North Leroy and North Road to bypass the construction area. 

Current status:   The contractor is finished working on the last of the major work items.  From here, the only remaining things will be to complete the final punch list work and finaling out the paperwork with MDOT, then the project can be considered done!!!

West Street Improvements

Project background:  The City has secured funding through the Michigan Department of Transportation (MDOT) to repave West Street from Shiawassee Street to Silver Lake Road.  The scope of work will include milling 2” of pavement off of the existing paved surface and overlaying it with 2” of new asphalt. 

Current status:  By the beginning of October, additional paving should be added to the S-curve and the restoration is planned to be completed.  This will leave only a few minor punch list items remaining before the project can be closed out.  If any residents have items that appear to have been over looked by the contractors restoration work or if something needs to be added to a final punch list, please contact Mike Darga at HRC (248-454-6532 direct or mdarga@hrc-engr.com) and advise him accordingly.

2006 Water System Improvements

Project background:  The City of Fenton has obtained a State/ Federal low interest loan to construct necessary water system improvements at various locations within the City.  New water mains will be installed at the following locations:

  • On North Road from Oak Park to Adelaide
  • On Adelaide from North Road to South Holly Road
  • On Elizabeth from Shiawassee to Adelaide
  • Connecting Whisperwood Trail to Vassar

Isolated and intermittent road closures are to be expected during construction.  These will be minimized to the extent possible while still providing the contractor with sufficient room to safely operate.

Current status:  The construction work is tentatively planned for the summer of 2010.  Additional information on this project will be forth coming in 2009 when more details are finalized.

 Traffic Signal Upgrades

Project background:  The City of Fenton has obtained safety funding through MDOT to upgrade the traffic signals at the intersections of Torrey Road @ South Long Lake and at Silver Lake Road @ Leroy.  At Torrey Road, a brand new 3 way traffic signal will be installed to replace the existing flashing signal that was removed as part of the bridge replacement.  At Silver Lake Road, the existing traffic signals and control equipment will be removed and replaced.  This will include the installation of new mast arms matching the look of the Leroy and Caroline intersection.   The Silver Lake and Leroy intersection will also have dedicated left turn phases installed on all 4 approaching legs.

Current status:  HRC has completed the engineering design of the signals.  Currently, the project is ready to be bid however, some required information from the railroad is still needed before the bids can be let.  Once the railroad submits their construction cost estimates then MDOT will allow the bidding process to proceed.  Currently, it is still hopeful that the installation of the signals can occur before Silver Lake Road is reconstructed next spring/summer.

Silver Lake Road Reconstruction

Project Background:  The City of Fenton has taken over jurisdiction of Silver Lake Road from the US-23 ramps east to Leroy Street from the MDOT.  The first order of business the City will undertake will be the reconstruction of this roadway.  The reconstruction will consist of widening the road from 2 lanes to 3 lanes.  Curb and gutter will be installed along the entire length to better facilitate drainage.  Sidewalks and driveway approached will also be upgraded.  The addition of the center turn lane will greatly improve the safety and functionality of the traffic signal at Adelaide Street. 

There will be substantial impact to the motoring public during the roadway reconstruction.  Road closures are expected, however the City will make every effort to keep as much of the roadway open as much as practically possible.  The City will be proactive in keeping the residents informed of the progress of the project.  This will include several public information meetings before construction commences as well as distributing regular informational flyers once the road work starts.

Current Status:  HRC is basically complete with the design of the roadway improvements.  Both HRC and the City are in the process of securing the necessary permanent and temporary rights-of-way/easements.  As soon as all that paperwork is in order, MDOT will let the project.  The current anticipated project schedule continues to plan for a bid letting at the end of 2007 or early 2008 with the construction to follow as soon as weather permits in the spring of 2008.

Sanitary Sewer System Improvements

Project background:  The City of Fenton has submitted to the Michigan Department of Environmental Quality (MDEQ) for a low interest loan to make necessary sanitary sewer system improvements.  Currently, the proposed improvements include reconstruction of 5 sanitary sewer pumping stations and the elimination of clean/clear water from entering the sewer system (i.e. infiltration, storm water runoff, sump pump discharges, footing drains, cross connections, etc.). 

Current status:  HRC is continuing the smoke testing of sanitary sewer lines in selected areas of the City.  Once the smoke testing is complete the data collected by HRC will be assembled into an updated Project Plan.  The revised Project Plan is anticipated to be submitted to the MDEQ in mid 2008.  Current plans would anticipate the design of the required repairs to occur in late 2008 or early 2009, with construction to follow thereafter.
